The HPRA lunch speaker this Friday is attorney John O’Neill, who will explain the increased risks faced by the public if all the proposed reforms to the bail bond system become permanently effective. This contentious issue of releasing non-violent individuals charged with misdemeanors
on personal recognizance bonds has been the subject of litigation as well as proposed legislation and a constitutional amendment.
