Are you learning to speak English? Would you like some practice in a casual, informal atmosphere? Fort Bend County Libraries presents a program for individuals of all nationalities who would like a place to practice their English language and conversation skills. The “ESLConversation Circles” provide an opportunity for non-English-speaking people to gather in a relaxed setting, and discuss topics of their own choosing while practicing their English skills.
The ESL Conversation Circles will take place at multiple locations in the Fort Bend County library system in January. Reservations are NOT required. The schedule is as follows:
Mission Bend Branch Library– 8421 Addicks Clodine Road
o Wednesdays, January 4, 11, 18, and 25, 2:00-3:00 pm, Meeting Room.
Cinco Ranch Branch Library– 2620 Commercial Center Blvd, Katy
o Fridays, January 6, 13, and 20, 2:00-3:00 pm, Multi-purpose Room.

Public hearing on reinstatement in accordance with Article IV, Section 7, of the Home Rule Charter
Home Rule: The City Council met on January 10 to consider setting the date for the public hearing on reinstatement in accordance with Article IV, Section 7, of the Home Rule Charter, as requested by Rachael Crivelli.
Home Rule is granted by state constitution or state statute and allocates some autonomy to a local government if the local government accepts certain conditions. Home Rule implies that each level of government has a separate realm of authority.
The purpose of Home Rule is to allow for local solutions to local issues and problems. A municipality with home rule status can exercise any power and perform any function unless it is specifically prohibited from doing so by state law.
Texas is one of 46 states that has adopted Home Rule. A city may adopt Home Rule once their population exceeds 5,000 and the voters adopt a city charter. Cities with populations of 5,000 or less, are governed by general law only.

Get Tips On Wills & Estate Planning At Mission Bend Branch Library

Fort Bend County Libraries will present a special program on “Wills &Estate-Planning” on Saturday, January 14, beginning at 2:00 pm, in the Meeting Room at the Mission Bend Branch Library, located at 8421 Addicks Clodine Road in northeast Fort Bend County.
Presented by Lena Engelage, an attorney with Lone Star Legal Aid, the program will provide an overview of the advantages of estate planning, as well as the disadvantages of not having a plan. The program will cover wills, probate vs. non-probate assets, declaration of guardianship, statutory durable powers of attorney, medical power of attorney, physician’s directive (aka living wills), HIPAA, disposition of remains, and transfer on death deeds.
Engelage received her law degree from the Texas Tech University School of Law, and she is a practicing attorney with Lone Star Legal Aid. She has specialized in the area of Estate Planning and Probate.

Mission Bend Branch Library Hosts Salsa Dance Class

Fort Bend County Libraries’ Mission Bend Branch Library will have an introductory “Salsa Dancing for Beginners”class on Saturday, January 28, from 2:00 to 4:00 pm, in the Meeting Room of the library, located at 8421 Addicks Clodine Road in northeast Fort Bend County.
Local dance instructors Loy and Bernardine Farmer will provide a basic introduction to the Salsa, an energetic partner-style of dance based on simple, repetitive movements. The instructors will demonstrate everything from basic steps and turns to cross-body leads.
Participants are requested to come as a dancing pair; solo participants cannot be paired with a partner. Because space is limited to 15 couples, registration is required. Participants should include their partner’s name when registering.
