Harris County, TX, October 9, 2026 – Harris County Commissioners Court will receive an update on the status of Flock cameras in the county at the next meeting on Thursday, October 15, 2026. Judge Lina Hidalgo called for the update after community members came forward to express privacy concerns with ALPR cameras last month.
Judge Hidalgo directed the Office of County Administration (OCA) to work with relevant departments to present a report including, at minimum, the following information:
A summary of ALPR technology and its use in Harris County, including the number and locations of all ALPRs in Harris County.
The total funding amount the County has authorized and spent under each agreement it has entered into for ALPR technology.
A summary of exactly which law enforcement agencies, departments, and offices “administer” ALPRs in Harris County, how many devices each administers, and what administering entails in this context.
A summary of exactly which external parties have access to data collected from ALPRs owned or administered by Harris County; how many times this data has been searched to date – by both internal and external parties – and for what purposes.
What other jurisdictions are doing to safeguard ALPR data.
