Texas Army National Guard Promotes Col. Monie Ulis

The Adjutant General of Texas, Maj. Gen. Tracy R. Norris is pleased to announce the promotion of Texas Army National Guard Col. Monie R. Ulis, National Guard Bureau Deputy G1 and former commander of the 136th Maneuver Enhancement Brigade to the rank of Brigadier General. Additionally, he will transition into his new role as the Director of the Joint Staff effective immediately. As the Director of the Joint Staff, Joint Force Headquarters Texas, Ulis will be responsible for preparing and developing policies for joint force missions and state partnerships of the Texas Military Department.

Brig. Gen. Ulis’s promotion took place during a small ceremony at Camp Mabry in Austin Texas, Monday afternoon. Maj. Gen. Norris pinned on the new rank and administered the oath of office.

“I want to thank God and Maj.Gen. Norris, Adjutant General of Texas, for the extended opportunity to serve the great citizens of Texas and our beloved nation when called upon,” Ulis said. “My family and I are deeply humbled by such an awesome honor. I remain forever committed as I was in 1985 when I first enlisted. Duty, Honor, Texas.”

Brig. Gen. Ulis joined the Texas Army National Guard, as a specialist in 1989.  He holds a Bachelor of Science degree from University of the State of New York, Regents College, as well as Master’s degrees from Touro University and the National Defense University. His military education includes the National War College at Fort Lesley McNair in Washington D.C and Joint Task Force Commander Training at Peterson Air Base in Colorado Springs, Colorado.

Ulis’s previous assignments include the commander of the 3-144 Infantry Battalion, Executive Officer for the 1-141 Infantry Battalion, as well as various positions with the National Guard Readiness Center in Arlington, Virginia. Additionally, he served as the Deputy G1 for the National Guard Bureau and commander of the 136th Maneuver Enhancement Brigade.

Brig. Gen. Ulis’s awards and decorations include the Bronze Star, Meritorious Service Medal with silver oak leaf clusters, Army Commendation Medal with four bronze oak leaf clusters, Army Meritorious Unit Commendation, and Army Superior Unit Award. His professional and civic affiliations include the National Guard Association of the United States, National Guard Association of Texas, and the Infantry Officer Association.
