HARRIS COUNTY – Every gathering Gulf storm is an alarm, intensifying our concern about massive rain events like Harvey and dangerous flooding that can happen anywhere in Harris County.
County Commissioner candidate Adrian Garcia, intensely concerned about the risks and need for urgent action, today shares his flood protection plan, Higher Ground, to vastly increase security from floods for over one million residents in Precinct 2, East and Central Harris County.
“County politicians are making big promises in the wake of Hurricane Harvey — but they won’t commit to accountability measures to make sure those promises are kept,” stated Garcia. “My plan will take the politics out of flood protection and empower East Harris County residents to hold their commissioners accountable.”
Higher Ground, based on research and experience beginning with Garcia’s Houston City Council leadership role for Drainage and Flooding after Tropical Storm Allison, identifies better ways to help the hardworking people of Precinct 2 find higher ground and safety rather than the broken promises and neglect of recent years.
Adrian Garcia’s plan for flood protection will:
- Require equity and fairness in county decisions that impact Precinct 2
- Ensure transparency and accountability through citizen oversight and public input
- Use the most advanced approaches — and guidance from our region’s best experts — to inform project selection, policy decisions and resource allocation
- Prioritize basic hurricane preparedness actions that Precinct 2 should be taking now for both current and future hurricane seasons

In several Precinct 2 town hall meetings, Garcia will discuss his four-part flood protection plan and share his top priority, prioritizing commonsense actions to help all Precinct 2 residents survive and recover from the next major storm.
