The HPRA lunch speaker this Friday is Carlos Garcia, a business owner and long-time activist in Richmond, Texas. In 2014, Carlos met long-time Houston activist Barry Klein and learned about the power of charter amendments. He quickly saw he could open up the insular politics of his home town and has already succeeded in expanding the city commission (council) from three to five members, thereby boosting democratic participation.
