Katy ISD Outperforms State Averages, Earns Top Rating Among Texas’ Largest School Districts

Katy ISDKATY, TX – At the August 18 Board Work Study meeting, Katy ISD Trustees reviewed the district’s 2025 Accountability Rating, recently released by the Texas Education Agency (TEA). With a score of 88, Katy ISD achieved the highest score of the top 10 largest districts in the state – earning a B rating for the third consecutive year. The results reflect the district’s ongoing success in outperforming state averages and delivering strong academic outcomes for students.

This past spring Katy ISD students outperformed their peers across Texas by:

  • 18 points above the state average at the “Meets” level in Math
  • 17 points above the state average in Reading/English
  • 19 points above the state average in Science
  • 20 points above the state average in Social Studies

“State standardized test scores are just one of several metrics by which we assess the academic preparedness of our students,” said Dr. Christine Caskey, Katy ISD chief academic officer. “These impressive results demonstrate the daily commitment of Katy ISD educators, support staff, parents and leaders working collaboratively to ensure all students receive a high-quality education.”

While proud of these achievements, district leaders emphasized that improvement remains a key priority. Through data-driven analysis at both the campus and district levels, educators continue identifying areas where students need additional support to meet academic benchmarks.

In the latest accountability rating, more than 60 campuses scored As or Bs.

Earlier this year, the TEA released the long-delayed 2023 accountability ratings, following a Texas court ruling that validated concerns shared by districts across the state, including Katy ISD, regarding the TEA’s evolving and often unclear rating system.

In 2023, and then again in 2024, despite steady or improved academic performance across core subjects, Katy ISD’s rating dropped from an “A” to a “B,” a change district officials described as disappointing and inconsistent with the clear academic growth seen throughout the district.

This trend has sparked growing scrutiny from state lawmakers, many of whom have questioned the ongoing reliance on the STAAR exam as a measure of student success. The issue is on the agenda for the state’s Special Legislative Session, with calls to develop more effective assessment tools and reduced testing administrations.

Despite recent shifts in accountability standards, Katy ISD remains a leader in educational excellence and achievement. For the fourth consecutive year, the district has been named the #1 Best School District in the Houston Area by Niche. Additionally, Katy ISD has earned an “A” rating in the School Financial Integrity Rating System of Texas (FIRST) for 22 consecutive years.
