Earning the Texas Comptroller’s ‘Star of Approval’ 

Katy ISD maintains track record for state-certified transparency 

KATY, TX [May 21, 2025] – Marking the 10th time to earn the distinction since it launched in 2016, Katy ISD has once again been designated a Transparency Star from the Texas Comptroller’s Public Account Office. The District earned the distinction in multiple categories, including Traditional Finances and Debt Obligations.

The program recognizes local governments’ efforts to provide clear, meaningful and easily-accessible financial information to taxpayers through documents, summaries, reports, budgets and tables.

“Transparency is part of our culture and is an important part of the responsibility we have to the taxpayers of Texas, especially at home here in Katy,” said Christopher J. Smith, chief financial officer in Katy ISD. “As stewards of public funds, we take that charge seriously in order to build and maintain our community’s trust and support.”

Recognition for transparency in traditional and debt finance categories requires comprehensive reporting on categories including total revenues from property taxes, total full-time equivalent positions and total and per-student expenditures. The District provides reports for other categories, as well, including Katy ISD’s total debt obligations, historical bond election information and total revenue-supported debt obligations.

Established in March 2016, the Transparency Stars program incentivizes Texas cities, counties, school districts and special purpose districts to work toward greater financial transparency.
