Empowering Harris County Families through Maternal Health Rights
HOUSTON – Harris County Public Health (HCPH) is excited to announce the launch of the Harris County Maternal Health Bill of Rights (MHBoR), an essential resource for community members and healthcare providers. Every family deserves a safe and joyful experience during their journey of parenthood. However, this is not always the case, as some birthing persons face the most devastating outcomes.
The 2023 Maternal and Infant Health Report reveals that in Harris County, the pregnancy-related death rate is higher than both the state of Texas and national averages. Some of the leading causes of infant mortality include preterm birth, low birthweight, and birth defects. Comorbidities such as liver disorders, diabetes during pregnancy, and diseases of the circulatory system contribute to pregnancy-related mortality.
Of all races, African American birthing persons and infants are most at risk. However, many of these maternal deaths can be prevented by providing supportive healthcare and access to services that address social factors affecting health.
To reduce the county’s alarming maternal and infant mortality crisis, HCPH developed the MHBoR to increase awareness among birthing persons and their families, medical providers, and community partners. This initiative aims to educate, inform, and empower birthing persons to advocate for themselves and improve health outcomes. The goal is to educate birthing persons on their rights, essential information, strategies, and activities they can utilize before, during, and after pregnancy to ensure the best birthing outcomes.
The MHBoR also educates healthcare partners on the guidelines they should be aware of regarding the concerns and rights of birthing persons during their patient-provider partnership.
Every person experiencing pregnancy and childbirth deserves to understand their rights and should have access to the tools to confidently exercise them, regardless of their economic or social standing.
