Last days to apply for Uplift Harris Guaranteed Income Pilot program

Online application closes Feb. 2 at 11:59 p.m.

HOUSTON – Harris County Public Health (HCPH) reminds residents that there are few days left to apply for the Uplift Harris Guaranteed Income Pilot program, a groundbreaking initiative providing financial assistance to eligible residents.

The deadline to submit online applications is 11:59 p.m. on Friday, Feb. 2; applications are not chosen on a first-come, first-served basis but are randomly selected.

As of the most recent data, Uplift Harris has approximately 70,000 completed applications.

“In a state with vast inequality, families are struggling, no matter how hard they work or try to stretch every dollar. People want government to do something about the economic divide, and that’s what Harris County is doing through Uplift Harris. We’re incredibly proud of this program, which is part of our coordinated effort to build a truly prosperous, thriving community where everyone can take care of their family and build a better life,” said Precinct 1 Commissioner Rodney Ellis.

The Uplift Harris Pilot offers eligible low-income households in targeted ZIP codes, and participating in the ACCESS Harris County program, the opportunity to receive $500 per month for 18 months. In total, 1,928 eligible residents will be selected through a lottery process.

“We understand that many families in Harris County are experiencing poverty and economic hardship.  Uplift Harris represents an innovative way to address the social determinants of health, such as economic opportunity and security, a known driver of positive health outcomes,” said HCPH Executive Director Barbie L. Robinson.

Applicants selected for the program will receive their first monthly cash award as early as March 2024. This transformative program aims to improve economic stability, reduce poverty, and enhance the overall well-being of families.

  • Eligibility: Residents living in specific ZIP codes or participants in the ACCESS Harris County program with household income below 200% of the federal poverty line. The target ZIP codes include:

The Uplift Harris Pilot is funded by a $20.5 million grant from the American Rescue Plan Act and is administered by GiveDirectly, a non-profit organization with extensive experience implementing similar programs.
