AUSTIN – New laws – including ones giving the Texas Department of Licensing and Regulation (TDLR) the authority to regulate residential solar retail companies and salespersons, as well as delivery network companies – will go into effect on September 1, 2025.
In addition, the Texas Lottery Commission and its Charitable Bingo Program will become part of TDLR on September 1 as TDLR’s new Lottery and Charitable Bingo Division. The transition of the lottery to TDLR should not affect Texans’ ability to participate in games offered by the Texas Lottery and Charitable Bingo.
Several new laws also expanded the scope of TDLR’s Texas Financial Crimes Intelligence Center to include investigating crimes involving electronic terminals including ATMs and point-of-sale terminals and digital currency.
Some of these new laws will require TDLR to develop rules for implementation. The rulemaking process gives the public an opportunity to provide comment and feedback at TDLR advisory board meetings. The public can also participate in the process when proposed rules are published in the Texas Register and at meetings of the Texas Commission of Licensing and Regulation when the rules are discussed and brought up for a vote. The rulemaking process can take several months to complete.
