City Appoints Three to Keep Katy Beautiful Board of Directors

The Katy City Council Monday night appointed Sharon Rhoads as an emeritus member, and Katy Heerssen and Kesley Moebes as regular members, of the Keep Katy Beautiful Board of Directors.

Rhoads has been a long-time volunteer with Keep Katy Beautiful.

Heerssen works for a travel agency in Katy. She has been a local volunteer and formerly worked at at Katy Mills Mall. Moebes is a kindergarten teacher at Bethke Elementary School.

The council also appointed Adam Rice and Frank Mannion, Jr., as regular members to the Joint Airport Safety Board.

In other action Monday, the council:

  • Authorized an amendment to the “tri-party agreement” between the city, the city’s Reinvestment Zone No. 1, and the Katy Development Authority.
  • Authorized an amendment to the service agreement with Consolidated Communications to increase ethernet WAN speed from 100 MB to 300 MB.
  • Accepted a $378,328 grant from the Texas Office of the Governor’s First Responder mental health Resiliency Program for the Katy Fire Department. In a memo to the council urging acceptance of the award, Fire Chief Russell Wilson said the grant allows funding for a program to be instituted within the fire department for dealing with the cumulative stresses from life and death situations routinely encountered by first responders.
  • Tabled a proposed $46,583.58 change order with G.W. Phillips Concrete Construction Company for its work on the Brant Drive storm sewer extension. Council Member at Large Chris Harris and Ward A Council Member Frank Carroll said they received calls from citizens expressing concerns about the work and they wanted to investigate the matter further. Brawner said he himself planned to visit the work site.
