Bills addressing Civil Rights cold cases, the Nicaraguan crisis, and terrorists’ use of human shields advance to Senate floor
WASHINGTON, D.C. – Three bills led by U.S. Sen. Ted Cruz (R-Texas) addressing international and domestic issues advanced in the U.S. Senate Committee on Homeland Security and Governmental Affairs and the U.S. Senate Committee on Foreign Relations markups today with strong bipartisan support.

They are strong, bipartisan measures that seek to promote American strength abroad, and defend freedom and justice here at home.”
In the U.S. Senate Committee on Homeland Security and Governmental Affairs, the committee voted to report two bipartisan bills addressing unsolved criminal Civil Rights cases. The approved measure addressing civil rights cases is Sens. Cruz and Doug Jones’ (D-Ala.) Civil Rights Cold Case Records Collection Act of 2018, which seeks to review the declassification of governmental records relating to unsolved criminal civil rights cases. The measure passed with strong bipartisan support.
In the U.S. Senate Committee on Foreign Relations, the committee voted to report two bipartisan bills addressing the Nicaraguan crisis and the use of human shields. The approved measure addressing the Nicaraguan crisis combines two Sen. Cruz-led bills, including the Nicaraguan Investment Conditionality Act and the Nicaragua Human Rights and Anticorruption Act to hold President Daniel Ortega and his regime accountable for its human rights abuses and corruption in Nicaragua. The approved measure addressing terrorists’ use of human shields builds upon Sen. Cruz’s bipartisan STOP Using Human Shields Act, which would impose sanctions on terrorists who use civilians as human shields, including Hamas, Hezbollah, and their enablers.
